What follows is not just a line in the sand, as it were, an amazing moment in war cinema. When Vlad says, "the decisions have already been made...," what he means is that anything untoward aimed at further injury to Russia will be met with an immediate in your face response, without need of an approval order from the Kremlin.
That means everything forward is simply going to be an automatic response commensurate with the level of attack and from whom. Every scenario is pre-calculated for its instant response.
Which means no take backs. Even if you turn it around at the last minute, too late...the response is already kicked into gear, no turning it off.
This is the equivalent of our Defcon 2.
One teensy level below a state of war. And we all know what that means.
