This is H.R. 5732 concerning Syria. Most importantly Sec 303 which states:
"SEC. 303. ASSESSMENT OF POTENTIAL EFFECTIVENESS OF AND REQUIREMENTS
FOR THE ESTABLISHMENT OF SAFE ZONES OR A NO-FLY ZONE IN SYRIA.
(a) In General.—Not later than 90 days after the date of the
enactment of this Act, the President shall submit to the appropriate
congressional committee a report that—
(1) assesses the potential effectiveness, risks, and operational
requirements of the establishment and maintenance of a no-fly zone over
part or all of Syria, including—
(A) the operational and legal requirements for United States and coalition air power to establish a no-fly zone in Syria;
(B) the impact a no-fly zone in Syria would have on humanitarian and counter-terrorism efforts in Syria and the surrounding region; and
(C) the potential for force contributions from other countries to establish a no-fly zone in Syria; and
(2) assesses the potential effectiveness, risks, and operational
requirements for the establishment of one or more safe zones in Syria
for internally displaced persons or for the facilitation of humanitarian
assistance, including—
(A) the operational and legal requirements for United States and coalition forces to establish one or more safe zones in Syria;
(B) the impact one or more safe zones in Syria would have on
humanitarian and counter-terrorism efforts in Syria and the surrounding
region; and
(C) the potential for contributions from other countries and vetted
non-state actor partners to establish and maintain one or more safe
zones in Syria.
(b) Form.—The report required by subsection (a) shall be submitted in
unclassified form, but may contain a classified annex if necessary.
(c) Definition.—In this section, the term “appropriate congressional committees” means—
(1) the Committee on Foreign Affairs and the Committee on Armed Services of the House of Representatives; and
(2) the Committee on Foreign Relations and the Committee on Armed Services of the Senate."
This legislation appears to have a proposal for a No Fly Zone in
Syria, as well as other sanctions, buried with-in. This was introduced
by Eliot L. Engel from New York on 7/12/2016 and looks as if it was
passed by the House on 11/16/2016 then refereed to the Council of
Foreign Relations by the Senate.
The date this passed the House votes seems like it was done while
most were distracted by all the winning combined with the further
distraction of the upcoming Holiday season as an attempt to sneak this
by the general public.
Would some of you be able to confirm that I'm reading this correctly ?
Also What are our options to have this bill stopped in it's tracks?
This bill seems like an attempt to subvert the Don's desired course of action in Syria before he takes office.
