tell us a man does not need a paper to vote. You can walk into the
booth and choose the men who rule the city, and your word is enough. But
when the winter comes and the snow piles up against the curbs, it is
different. If a man wants to take a shovel and freeze his hands in the
dark for a few dollars, the mayor says he must bring five papers to
prove he exists. It is a strange way to run a city. To hold the power of
the ballot takes nothing. To hold a snow shovel takes five forms of
proof.
