that these firms were "gaming the system" by laying off American workers
while simultaneously requesting foreign worker visas to undercut
domestic wages.
No. It was all for show.
H-1 is explicitly a scam. It was passed under the premise that it could
only be used to fill roles that couldn't be filled without importing
labor.
What happened, was companies would scam the system by
creating job listings that only matched the single jeet which they
wanted to import. So instead of an entry programming position, it's an
entry position that requires 2.5 years of jeetology, fluent hindu, and
an overwhelming desire to eat cow shit. So they can claim they didn't
find any appropriate candidates from their job listing that was hidden
inside some nowhere newspaper that has no circulation.
There
are entire industries of consultants that help businesses construct
their visa hiring in a way that avoids the spirit of the law. They do
this openly, they don't even hide it.

I do not believe America is a good fit for Microsoft. I believe all government agencies should port over to Google docs and completely dispense with all Microsoft products. Microsoft belongs in India. It's a cadaver of a tech company to begin with. Each iteration of its flagship product gets worse and worse, and has since XP. Bill wants to replace us? Very well, we will replace Microsoft.
