It remains the mystery at the heart of Boeing Co.’s 737 Max crisis:
how a company renowned for meticulous design made seemingly basic
software mistakes leading to a pair of deadly crashes. Longtime Boeing
engineers say the effort was complicated by a push to outsource work to
lower-paid contractors. US software engineers earn around 50 - 150 an hour. Imported H1Bs get about 9 bucks. You get what you pay for. Fast food workers get paid better.
The
Max software -- plagued by issues that could keep the planes grounded
months longer after U.S. regulators this week revealed a new flaw -- was
developed at a time Boeing was laying off experienced engineers and
pressing suppliers to cut costs.
Increasingly, the iconic American plane maker and its subcontractors have relied on temporary workers making as little as $9 an hour to develop and test software, often from countries lacking a deep background in aerospace -- notably India.

In offices across from Seattle’s Boeing Field, recent college graduates employed by the Indian software developer HCL Technologies Ltd.
occupied several rows of desks, said Mark Rabin, a former Boeing
software engineer who worked in a flight-test group that supported the
Max. The coders from HCL were typically designing to
specifications set by Boeing. Still, “it was controversial because it
was far less efficient than Boeing engineers just writing the code,”
Rabin said. Frequently, he recalled, “it took many rounds going back and
forth because the code was not done correctly.” Boeing’s cultivation of Indian companies appeared to pay
other dividends. In recent years, it has won several orders for Indian
military and commercial aircraft, such as a $22 billion
one in January 2017 to supply SpiceJet Ltd. That order included 100
737-Max 8 jets and represented Boeing’s largest order ever from an
Indian airline, a coup in a country dominated by Airbus.
Based on
resumes posted on social media, HCL engineers helped develop and test
the Max’s flight-display software, while employees from another Indian
company, Cyient Ltd., handled software for flight-test equipment.
Costly Delay
In
one post, an HCL employee summarized his duties with a reference to the
now-infamous model, which started flight tests in January 2016:
“Provided quick workaround to resolve production issue which resulted in
not delaying flight test of 737-Max (delay in each flight test will
cost very big amount for Boeing).”
Boeing said the company did not rely on engineers from HCL
and Cyient for the Maneuvering Characteristics Augmentation System,
which has been linked to the Lion Air crash last October and the
Ethiopian Airlines disaster in March. The Chicago-based planemaker also
said it didn’t rely on either firm for another software issue disclosed
after the crashes: a cockpit warning light that wasn’t working for most
buyers. “Boeing has many decades of experience working with
supplier/partners around the world,” a company spokesman said. “Our
primary focus is on always ensuring that our products and services are
safe, of the highest quality and comply with all applicable
regulations.”
In a statement, HCL said it “has a strong and
long-standing business relationship with The Boeing Company, and we take
pride in the work we do for all our customers. However, HCL does not
comment on specific work we do for our customers. HCL is not associated
with any ongoing issues with 737 Max.”
Recent simulator tests by the Federal Aviation Administration
suggest the software issues on Boeing’s best-selling model run deeper.
The company’s shares fell this week after the regulator found a further
problem with a computer chip that experienced a lag in emergency
response when it was overwhelmed with data.
Engineers who worked on the Max, which Boeing began developing eight years ago to match a rival Airbus SE plane, have complained of pressure from managers to limit changes that might introduce extra time or cost.
“Boeing was doing all kinds of things, everything you can
imagine, to reduce cost, including moving work from Puget Sound, because
we’d become very expensive here,” said Rick Ludtke, a former Boeing
flight controls engineer laid off in 2017. “All that’s very
understandable if you think of it from a business perspective. Slowly
over time it appears that’s eroded the ability for Puget Sound designers
to design.”
Rabin, the former software engineer, recalled one
manager saying at an all-hands meeting that Boeing didn’t need senior
engineers because its products were mature. “I was shocked that in a
room full of a couple hundred mostly senior engineers we were being told
that we weren’t needed,” said Rabin, who was laid off in 2015.
Boeing could take three more months to fix the latest software glitch on the 737 Max, its best-selling model.

The
typical jetliner has millions of parts -- and millions of lines of code
-- and Boeing has long turned over large portions of the work to
suppliers who follow its detailed design blueprints.
Starting with the 787 Dreamliner, launched in 2004, it sought
to increase profits by instead providing high-level specifications and
then asking suppliers to design more parts themselves. The thinking was
“they’re the experts, you see, and they will take care of all of this
stuff for us,” said Frank McCormick, a former Boeing flight-controls
software engineer who later worked as a consultant to regulators and
manufacturers. “This was just nonsense.”
Sales are another reason to send the work overseas. In exchange for an $11 billion order in 2005 from Air India, Boeing promised to invest $1.7 billion
in Indian companies. That was a boon for HCL and other software
developers from India, such as Cyient, whose engineers were widely used
in computer-services industries but not yet prominent in aerospace.
Rockwell Collins,
which makes cockpit electronics, had been among the first aerospace
companies to source significant work in India in 2000, when HCL began
testing software there for the Cedar Rapids, Iowa-based company. By
2010, HCL employed more than 400 people at design, development and
verification centers for Rockwell Collins in Chennai and Bangalore.
That
same year, Boeing opened what it called a “center of excellence” with
HCL in Chennai, saying the companies would partner “to create software
critical for flight test.” In 2011, Boeing named Cyient, then known as
Infotech, to a list of its “suppliers of the year” for design, stress
analysis and software engineering on the 787 and the 747-8 at another
center in Hyderabad.
The Boeing rival also relies in part on
offshore engineers. In addition to supporting sales, the planemakers say
global design teams add efficiency as they work around the clock. But
outsourcing has long been a sore point for some Boeing engineers, who,
in addition to fearing job losses say it has led to communications
issues and mistakes.
Moscow Mistakes
Boeing
has also expanded a design center in Moscow. At a meeting with a chief
787 engineer in 2008, one staffer complained about sending drawings back
to a team in Russia 18 times before they understood that the smoke
detectors needed to be connected to the electrical system, said Cynthia
Cole, a former Boeing engineer who headed the engineers’ union from 2006
to 2010.
“Engineering started becoming a commodity,” said Vance
Hilderman, who co-founded a company called TekSci that supplied
aerospace contract engineers and began losing work to overseas
competitors in the early 2000s.
U.S.-based avionics companies in
particular moved aggressively, shifting more than 30% of their software
engineering offshore versus 10% for European-based firms in recent
years, said Hilderman, an avionics safety consultant with three decades
of experience whose recent clients include most of the major Boeing
suppliers.
With a strong dollar, a big part of the attraction was price. Engineers in India made around $5 an hour; it’s now $9 or $10, compared with $35 to $40 for those in the U.S. on an H1B visa, he said. But he’d tell clients the cheaper hourly wage equated to more like $80 because of the need for supervision, and he said his firm won back some business to fix mistakes.
HCL, once known as Hindustan Computers, was founded in 1976 by billionaire Shiv Nadar and now has more than $8.6 billion
in annual sales. With 18,000 employees in the U.S. and 15,000 in
Europe, HCL is a global company and has deep expertise in computing,
said Sukamal Banerjee, a vice president. It has won business from Boeing
on that basis, not on price, he said: “We came from a strong R&D
background.”
Still, for the 787, HCL gave Boeing a remarkable
price – free, according to Sam Swaro, an associate vice president who
pitched HCL’s services at a San Diego conference sponsored by Avionics
International magazine in June. He said the company took no up-front
payments on the 787 and only started collecting payments based on sales
years later, an “innovative business model” he offered to extend to
others in the industry.
The 787 entered service three years late
and billions of dollars over budget in 2011, in part because of
confusion introduced by the outsourcing strategy. Under Dennis
Muilenburg, a longtime Boeing engineer who became chief executive in
2015, the company has said that it planned to bring more work back
in-house for its newest planes.
Engineer Backwater
The
Max became Boeing’s top seller soon after it was offered in 2011. But
for ambitious engineers, it was something of a “backwater,” said Peter
Lemme, who designed the 767’s automated flight controls and is now a
consultant. The Max was an update of a 50-year-old design, and the
changes needed to be limited enough that Boeing could produce the new
planes like cookie cutters, with few changes for either the assembly
line or airlines. “As an engineer that’s not the greatest job,” he said. Rockwell
Collins, now a unit of United Technologies Corp., won the Max contract
for cockpit displays, and it has relied in part on HCL engineers in
India, Iowa and the Seattle area. A United Technologies spokeswoman
didn’t respond to a request for comment.

Contract
engineers from Cyient helped test flight test equipment. Charles
LoveJoy, a former flight-test instrumentation design engineer at the
company, said engineers in the U.S. would review drawings done overnight
in India every morning at 7:30 a.m. “We did have our challenges with
the India team,” he said. “They met the requirements, per se, but you
could do it better.”
Multiple investigations – including a Justice Department
criminal probe – are trying to unravel how and when critical decisions
were made about the Max’s software. During the crashes of Lion Air and
Ethiopian Airlines planes that killed 346 people, investigators suspect,
the MCAS system pushed the planes into uncontrollable dives because of
bad data from a single sensor.
That design violated basic principles of redundancy for
generations of Boeing engineers, and the company apparently never tested
to see how the software would respond, Lemme said. “It was a stunning
fail,” he said. “A lot of people should have thought of this problem –
not one person – and asked about it.”
Boeing also has disclosed
that it learned soon after Max deliveries began in 2017 that a warning
light that might have alerted crews to the issue with the sensor wasn’t
installed correctly in the flight-display software. A Boeing statement
in May, explaining why the company didn’t inform regulators at the time,
said engineers had determined it wasn’t a safety issue.
“Senior company leadership,” the statement added, “was not involved in the review.”

stripper at a recent conference on homelessness. Yes, really.
Beyonce Black St James was hired to twerk in attendees faces and

bills. The stripper also gave lap dances and kissed attendees. Plenty of dykes wanting kisses in the crowd.
The theme of the conference was “decolonizing our collective work,” yet another illustration of how obscure, radical, identity politics social engineering is infecting everything. “For years, Seattle has claimed that it “needs more resources” to solve homelessness,
but as the video shows, they find it totally appropriate to pay for a
transgender stripper to grind on members of the region’s homelessness

Last week, Seattle and King County
leaders hired transgender stripper Beyoncé Black St. James to perform at
their annual conference on solving homelessness.
The event was organized by All Home, the coordinating agency for
homelessness in King County, which is headed up by Kira Zylstra who
earns roughly $123,000 a year. Zylstra has been put on paid leave
pending an investigation.
For years, Seattle has claimed that
it "needs more resources" to solve homelessness, but as the video
shows, they find it totally appropriate to pay for a transgender
stripper to grind on members of the region's homelessness nonprofits and
taxpayer-funded organizations.
Seattle has huge problems with homelessness which will not be solved by transgender stripper performances.
As we highlighted earlier
this year, a leftist council member recently tried to stop feces being
cleaned off the streets of Seattle with a power washer, arguing that it
was racist. According to Larry Gossett, power washing “brought back images of the use of hoses against civil-rights activists.”
Seattle parks are also becoming no-go areas for the general public because of spiraling problems with aggressive homeless people and trash.

To be sure, Greta's stunt had been tried before. Three years ago,
Jeremy Corbyn, the leader of the UK Labour Party who was crushed by
Boris Johnson and the Conservatives last week, claimed that the train he
was traveling on was overcrowded and was shown sitting on the floor of
the carriage, making a political point about alleged under-funding and
mismanagement of the British railways, arguing they needed to be
re-nationalized.
Yet later he was found to have passed through an almost empty
carriage, where he could have chosen a comfortable seat with a view and a
table if he had so wished, before he made the video on the floor of the
corridor instead.
So there you have it, just a simple misunderstanding for Thunberg who
was returning to her native Sweden after spending much of 2019
traveling from country to country to lecture adults on climate change.
Her carbon-neutral journey across the Atlantic ocean in August (in a multi million euro racing yacht), her speech before UN leaders in New
York the following month, and her protest marches outside the COP25
climate summit in Madrid in recent weeks all captured headlines and
earned her Time Magazine’s ‘Person of the Year.’
Meanwhile, Greta's failure to criticize the world's biggest CO2
emitter, China, her lack of solutions to the world’s climate woes and
her insistence on using apocalyptic imagery have earned her the scorn of
not just fossil fuel fans, but scientists too, who say her movement
hampers realistic debate on the issues, while prompting questions about who's actually "ruining her childhood."

if they can force people into cities, while they complete the wilding

Maybe a Corbyn victory was never a likely possibility, but that
wasn’t how it felt yesterday when all manner of polls and rumours were
predicting all sorts of strange things and even the most unflappable
among us began wondering whether the time had come to pack our bags for
Costa Rica or Switzerland or frankly anywhere where John McDonnell
wasn’t going to be Chancellor and Diane Abbot Home Secretary.

rumours of that Labour stood a chance).
But it wasn’t just myself, my friends and family, and my country’s
future I was thinking of here. Mainly, I was thinking about the most
important reason why this crushing Conservative victory matters so much:
the tears and lamentations of the liberal left.
I’m thinking of Lily Allen, the pop star, who claims to have wept for joy when she read Labour’s manifesto.
And crisp salesman Gary Lineker. And Care Bear Commies Owen Jones, Ash Sarkar, Aaron Bastani, and Grace Blakeley. And luvvies like Hugh Grant. And all those myriad woke grime artistes like Stormzy.

If so – a victory of the old over the young, racists over people of
colour, selfishness over the planet. Scotland will leave UK. However it
does not feel right compared to on-the-ground.
It really doesn’t matter whether or not you’ve heard of these people.
The point is that today is like the morning in June 2016 after the
Brexit referendum result came in, and the day in November 2016 when
Trump got elected: all the worst people in the world were really,
really, really unhappy; while the rest of us couldn’t be more pleased or
relieved. Yes, I know there’s supposed to be this honourable tradition of being magnanimous in victory.
Seriously, though, how can one have any respect for or charity
towards people who were prepared to vote for a party of such manifest
wickedness? When the Guardian wrote an editorial backing Labour, having
first made a few token concerned noises about Labour’s antisemitism, I
mocked their absurd hypocrisy:

It seemed scarcely credible to many of us that, with the Holocaust
still in living memory, Britain’s Jews found themselves in a situation
where they were genuinely fearful of their safety and their future under
a Labour government. This, I’m sure, is one of the reasons Britain
rejected Corbyn’s antisemitic Labour with such vigour and
near-unanimity: how DARE you make our Jewish friends unwelcome!
There will be time enough to worry about issues like whether Boris
Johnson’s Conservatives will now deliver meaningful Brexit and whether
they’ll undo the damage the left has inflicted on Britain since the
Blair era.
For the moment let’s just relish the fact that the forces of the
right have won a glorious victory over the forces of darkness. And that
Britain is not, after all, going to be turned into Venezuela Mk II.

The Fate of Secular Saint Greta Thunberg
After
seeing the cover for Time magazine’s “Person of the Year” award, who
can still pretend the Left is irreligious? It is clear Time and the satanists has
officially sainted Thunberg. After all, the magazine proclaims, “By
clarifying an abstract danger with piercing outrage, Thunberg became the
most compelling voice on the most important issue facing the planet.”
Thunberg
-- for now at least -- has become the secular equivalent of Joan of
Arc, whose portraits and statues are depicted with a similar expression
denoting transcendent holiness.

One
suspects that in a very short time, St. Greta will invite St. Joan's
fate. No, she won't suffer a literal execution, but she will be
"executed" nonetheless; and by the same crowd that currently
is elevating her to sainthood. For now, she is proving to be very
useful in promoting the religion of climate change. She would not be
the first nor would she be the last of saints who have been exploited
and then deserted in favor of another. We can be reminded Charles VII of
France willingly used and manipulated St. Joan for his victories in
battles against the English. But when the young saint was tried and
martyred, he did not lift a finger to come to her aid.
We
shouldn't feel compassion for Greta, because she also probably will understand why she will eventually be targeted for destruction and
another will take her place. In a few years' time, it's doubtful very
many will remember her, as she will be found to be as human as the rest
of us. She knows that once her meme is played out, they will throw her away. Greta comes from a multi generational family of witches. Her mothers openly satanic videos - since pulled from the internet - showing her coven waltzing around sweden in masks doing ritual magic should say a great deal to you. Well Does It? Abstractions
whose viability depends on continually stoking rage will start to
become tiresome and wearing, as they will provide no word of comfort, no
strong shoulder to lean on and no cups of tea when she is sick and
tired of trying to live out the legalities attendant to her crusade.
Continual anger is hard to maintain and winds up isolating even child
termagants.
She
will begin to tire of abstractions when as the flag bearer for an
ideology, she has to continue to endure weeks’ long journeys by sail
boats while those who photograph her fly off in carbon emitting planes.
She will find assiduously adhering to the strict demands of veganism
coupled with the expectation she will remain childless lest she
contribute to the despoliation of the planet exhausting. In short, she
will find the expectations of the fundamentalists adhering to a sere
climate change ideology impossible to keep. In the meantime, the
ideologues will watch for every minute transgression. She will never be
good or pure enough for fanatics demanding perfection. Saints are
allowed no sins.
Eventually,
the now maniacally devoted followers who presently adore her will
become diverted by other Pied Pipers and begin to wander away, leaving
her alone with only her abstractions for company. That
is the way it always is for religionists of every stripe who desert the
human race for the sake of an abstract future that may never
materialize. After all, that is the way it has been for fundamentalists
who set a date for the return of Christ only to find the Son of Man
does not comply with their speculative and abstract end time
predictions. That is the way it is with secular religionists who also
prophesy end apocalypse now or in twelve years’ time. That’s the way it
has been for every religionist married to abstractionism detached from
the real world.
As
for those who are presently elevating her to secular sainthood… they
are to be condemned more than she, for she is not just a kid who is
probably just enjoying all the attention with the expectation it will
last forever.She is a witch. Raised as a witch.

New figures released by Italy’s Interior Ministry have
revealed that 42 per cent of rapes in the country are carried out by Illegal Aliens. The numbers show that Italian women are more likely to be victims of
sexual harassment or so-called “minor sexual assaults” than foreign
women are, but that migrant women are slightly more likely to experience major sex crimes like violent rape.
“The rapes were committed in 62.7% of cases by partners, in 3.6% by relatives and in 9.4% by friends,” reports Il Giornale.
The numbers are similar in many other European countries that have

Figures released last year found that 58 per cent of convicted rapists and 85 per cent of all convicted assault rapists in Sweden were born outside of Europe.

What I Learned in the Peace Corps in Africa: Trump Is Right
Three
weeks after college, I flew to Senegal, West Africa, to run a community
center in a rural town. Life was placid, with no danger, except to
your health. That danger was considerable, because it was, in the words
of the Peace Corps doctor, "a fecalized environment."
In
plain English: s--- is everywhere. People defecate on the open ground,
and the feces is blown with the dust – onto you, your clothes, your
food, the water. He warned us the first day of training: do not even
touch water. Human feces carries parasites that bore through your skin and cause organ failure. Never
in my wildest dreams would I have imagined that a few decades later,
liberals would be pushing the lie that Western civilization is no better
than a third-world country. Or would teach two generations of our kids
that loving your own culture and wanting to preserve it are racism.
Last
time I was in Paris, I saw a beautiful African woman in a grand boubou
have her child defecate on the sidewalk next to Notre Dame
Cathedral. The French police officer, ten steps from her, turned his
head not to see.
I have seen. I am not turning my head and pretending unpleasant things are not true. Senegal
was not a hellhole. Very poor people can lead happy, meaningful lives
in their own cultures' terms. But they are not our terms. The
excrement is the least of it. Our basic ideas of human relations, right
and wrong, are incompatible.
As
a twenty-one-year-old starting out in the Peace Corps, I loved
Senegal. In fact, I was euphoric. I quickly made friends and had an
adopted family. I relished the feeling of the brotherhood of
man. People were open, willing to share their lives and, after they
knew you, their innermost thoughts.
The
longer I lived there, the more I understood: it became blindingly
obvious that the Senegalese are not the same as us. The truths we hold
to be self-evident are not evident to the Senegalese. How could they
be? Their reality is totally different. You can't understand anything
in Senegal using American terms. Take
something as basic as family. Family was a few hundred people,
extending out to second and third cousins. All the men in one
generation were called "father." Senegalese are Muslim, with up to four
wives. Girls had their clitorises cut off at puberty. (I witnessed
this, at what I thought was going to be a nice coming-of-age ceremony,
like a bat mitzvah or confirmation.) Sex, I was told, did not include
kissing. Love and friendship in marriage were Western ideas. Fidelity
was not a thing. Married women would have sex for a few cents to have
cash for the market.
What
I did witness every day was that women were worked half to
death. Wives raised the food and fed their own children, did the heavy
labor of walking miles to gather wood for the fire, drew water from the
well or public faucet, pounded grain with heavy hand-held pestles, lived
in their own huts, and had conjugal visits from their husbands on a
rotating basis with their co-wives. Their husbands lazed in the shade
of the trees.
Yet family was crucial to people there in a way Americans cannot comprehend. The
Ten Commandments were not disobeyed – they were unknown. The value
system was the exact opposite. You were supposed to steal everything
you can to give to your own relatives. There are some Westernized
Africans who try to rebel against the system. They fail.
We
hear a lot about the kleptocratic elites of Africa. The kleptocracy
extends through the whole society. My town had a medical clinic donated
by international agencies. The medicine was stolen by the medical
workers and sold to the local store. If you were sick and didn't have
money, drop dead. That was normal.
So
here in the States, when we discovered that my 98-year-old father's
Muslim health aide from Nigeria had stolen his clothes and wasn't
bathing him, I wasn't surprised. It was familiar.
In
Senegal, corruption ruled, from top to bottom. Go to the post office,
and the clerk would name an outrageous price for a stamp. After paying
the bribe, you still didn't know it if it would be mailed or thrown
out. That was normal.
One
of my most vivid memories was from the clinic. One day, as the wait
grew hotter in the 110-degree heat, an old woman two feet from the
medical aides – who were chatting in the shade of a mango tree instead
of working – collapsed to the ground. They turned their heads so as not
to see her and kept talking. She lay there in the dirt. Callousness
to the sick was normal.
Americans
think it is a universal human instinct to do unto others as you would
have them do unto you. It's not. It seems natural to us because we
live in a Bible-based Judeo-Christian culture. We
think the Protestant work ethic is universal. It's not. My town was
full of young men doing nothing. They were waiting for a government
job. There was no private enterprise. Private business was not
illegal, just impossible, given the nightmare of a third-world
bureaucratic kleptocracy. It is also incompatible with Senegalese
insistence on taking care of relatives.
All
the little stores in Senegal were owned by Mauritanians. If a
Senegalese wanted to run a little store, he'd go to another
country. The reason? Your friends and relatives would ask you for
stuff for free, and you would have to say yes. End of your
business. You are not allowed to be a selfish individual and say no to
relatives. The result: Everyone has nothing.
The
more I worked there and visited government officials doing absolutely
nothing, the more I realized that no one in Senegal had the idea that a
job means work. A job is something given to you by a relative. It
provides the place where you steal everything to give back to your
family. I
couldn't wait to get home. So why would I want to bring Africa
here? Non-Westerners do not magically become American by arriving on
our shores with a visa.
For
the rest of my life, I enjoyed the greatest gift of the Peace Corps: I
love and treasure America more than ever. I take seriously my
responsibility to defend our culture and our country and pass on the
American heritage to the next generation.
African problems are
made worse by our aid efforts. Senegal is full of smart, capable
people. They will eventually solve their own country's problems. They
will do it on their terms, not ours. The solution is not to bring
Africans here.
We
are lectured by Democrats that we must privilege third-world
immigration by the hundred million with chain migration. They tell us
we must end America as a white,
Western, Judeo-Christian, capitalist nation – to prove we are not
racist. I don't need to prove a thing. Leftists want open borders
because they resent whites, resent Western achievements, and hate
America. They want to destroy America as we know it.
As President Trump asked, why would we do that?
We
have the right to choose what kind of country to live in. I was happy
to donate a year of my life as a young woman to help the poor
Senegalese. I am not willing to donate my country.
